We expect government to respond to disasters, whether natural or terrorist-made. You would be appalled if Washington had been hit by a smallpox attack and it took the federal government 2 or 3 days to get its act together. During WWII American planes bombed to USS Indianapolis in the Coral Sea. Nine hundred American sailors were killed.
Imagaine what would happen if it happened during the Iraq War in a 24/7 Info Supehighway world

You have really warped expectations for what government is reponsible for. We have a duty to bring democracy to Iraq, but not to rescue people dying of thirst in an American city? Unbelievable.
If the federal government abandons Washington DC for 3 days after a smallpox attack, I bet you'd change your tune very fast.
