Robert Samuelson is one the finest economic journalists in America. He begins a piece in the Thursday' Wash Post, saying that welfare reform is "...a rarity: a Washington success story"
Really? How about the Interstate Highway System? Or Social Security? Or ramps etc. for the handicapped? Or a variety of medical programs, which are complex, but do offer service for even the most indigent?
